O novo documento garante segurança jurídica, fortalecimento das organizações e eficiência no uso dos recursos públicos. Ele segue agora para sanção presidencial.</p><p style="margin: 1.5em 0px; padding: 0px; list-style: none; vertical-align: baseline; line-height: 1.6em; color: rgb(23, 41, 56); font-size: 1.1em; font-family: Arial, Helvetica, sans-serif;"><span style="margin: 0px; padding: 0px; list-style: none; vertical-align: baseline;">O projeto aprovado, conhecido como Marco regulatório das Organizações da Sociedade Civil, estabelece novos princípios e regras, que evitam o favorecimento de grupos específicos e a escolha de entidades sem preparo técnico ou estrutura para o cumprimento dos projetos realizados em parceria com os entes públicos. Por meio da nova lei serão estabelecidos mecanismos claros para promover práticas institucionais que coíbam a corrupção e tragam segurança à atuação das organizações de fato comprometidas com o interesse público.</span></p><p style="margin: 1.5em 0px; padding: 0px; list-style: none; vertical-align: baseline; line-height: 1.6em; color: rgb(23, 41, 56); font-size: 1.1em; font-family: Arial, Helvetica, sans-serif;">A nova lei consolida medidas importantes para a celebração de parcerias como: exigência de chamamento público obrigatório, três anos de existência e de experiência das entidades e ficha limpa tanto para as organizações quanto para os seus dirigentes. Além disso, a norma prevê regras mais rígidas no planejamento prévio dos órgãos públicos, na seleção das entidades, nas regras sobre a execução, no monitoramento e na avaliação, e um sistema de prestação de contas diferenciado por volume de recursos, o que deverá otimizar o controle de meios e construir alicerces para um foco no controle de resultados. </p><p style="margin: 1.5em 0px; padding: 0px; list-style: none; vertical-align: baseline; line-height: 1.6em; color: rgb(23, 41, 56); font-size: 1.1em; font-family: Arial, Helvetica, sans-serif;">O aperfeiçoamento das regras e a maior transparência e eficiência no uso dos recursos públicos garante uma boa relação das OSCs com o Estado, que não seja pautada pela terceirização de serviços públicos e sim pela legítima parceria entre atores que se complementam.
