<P style="TEXT-ALIGN: justify; BACKGROUND: white" class=yiv973765961MsoNormal><FONT color=black size=4 face="Times New Roman"><SPAN style="COLOR: black; FONT-SIZE: 13pt">Afirmamos a importância da adoção de medidas de regulação democrática pelo Estado sobre a estrutura do sistema de comunicações, a propriedade dos meios e os conteúdos veiculados, de forma que estes observem estritamente os princípios constitucionais do respeito aos direitos humanos e à diversidade de gênero, étnico-racial e de orientação sexual. Já passou da hora de o Brasil respeitar os acordos e tratados internacionais que ratificou sobre este tema e de colocar em pleno vigor sua própria Constituição Federal, cujo capítulo da Comunicação Social é, até hoje, vergonhosamente, o menos regulamentado. </SPAN></FONT><FONT color=black><SPAN style="COLOR: black"></SPAN></FONT></DIV>

<P style="TEXT-ALIGN: justify; BACKGROUND: white" class=yiv973765961MsoNormal><FONT color=black size=4 face="Times New Roman"><SPAN style="COLOR: black; FONT-SIZE: 13pt">Neste sentido, reivindicamos a criação do Conselho Nacional de Comunicação, uma das resoluções centrais da I Conferência de Comunicação, até hoje não tirada do papel. Defendemos ainda a instituição de mecanismos de controle de propriedade, com o estabelecimento de limites à propriedade cruzada dos meios; o fortalecimento do sistema público e das mídias comunitárias; transparência e procedimentos democráticos no processo de concessão das outorgas de rádio e televisão, com o fim das concessões para políticos; o estímulo à produção regional e independente, garantindo espaço para a expressão da diversidade de gênero, étnico-racial e de orientação sexual; mecanismos de proteção à infância e adolescência, como o fim da publicidade dirigida à criança; e
procedimentos de responsabilização das concessionárias de radiodifusão pela violação de direitos humanos na mídia, entre outros.</SPAN></FONT><FONT color=black><SPAN style="COLOR: black"></SPAN></FONT></DIV>

Trata-se de um processo que não pode ser conduzido de forma apartada das diversas definições que já vem sendo tomadas pelo governo federal neste campo, como os recentes acordos anunciados com as empresas de telefonia em torno do Plano Nacional de Banda Larga.</SPAN></FONT><FONT color=black><SPAN style="COLOR: black"></SPAN></FONT></DIV>

Para as mulheres, a banda larga é uma ferramenta essencial de inclusão social, acesso à saúde e educação, geração de emprego e renda, acesso à informação e exercício da liberdade de expressão. Um serviço que deveria, portanto, ser prestado sob regime público.</SPAN></FONT><FONT color=black><SPAN style="COLOR: black"></SPAN></FONT></DIV>
