<P ALIGN=LEFT><FONT FACE="Times New Roman">Segundo dados da Secretaria de Políticas Públicas para as Mulheres, o serviço de atendimento telefônico que oferece orientações para as mulheres vítimas de violência fechou o ano de 2012 com 88.685 relatos de agressão - contra 12.664 há seis anos.</FONT></P>
<P ALIGN=LEFT><FONT FACE="Times New Roman">Segundo a pasta, a elevação no número de relatos não significa necessariamente um crescimento real dos casos de violência, mas um aumento das notificações - na medida em que mais mulheres estariam se sentindo seguras para procurar ajuda.</FONT></P>
<P ALIGN=LEFT><FONT FACE="Times New Roman">"Acho que a população já está mais ciente de que existe uma lei para proteger as mulheres da violência doméstica", afirmou à BBC Brasil a farmacêutica Maria da Penha Fernandes, que ficou paraplégica ao ser baleada pelo marido e deu nome à lei que endureceu as punições para quem comete violência contra a mulher, mesmo em ambiente familiar.</FONT><B></B></P>
<P ALIGN=LEFT><FONT FACE="Times New Roman">O Ligue 180 é um serviço gratuito focado na orientação das mulheres vítimas de abusos e seu encaminhamento para órgãos da polícia, da Justiça e demais serviços de enfrentamento da violência contra a mulher, como centros especializados e casas abrigo.</FONT><B></B></P>
<P ALIGN=LEFT><FONT FACE="Times New Roman">Em primeiro lugar no ranking das agressões relatadas ao serviço em 2012 está a violência física contra a mulher, com 50.236 casos - o que representa elevação de 433% em relação ao ano de 2006.</FONT></P>
<P ALIGN=LEFT><FONT FACE="Times New Roman">Logo abaixo no ranking vêm a violência psicológica (24.477 casos) e a violência moral (10.372). Os abusos sexuais representam, por sua vez, 2% dos casos, com 1.686 relatos.</FONT></P>
<P ALIGN=LEFT><FONT FACE="Times New Roman">"A lei Maria da Penha, depois de seis anos, começa a dar resultados. Eu acho que nós estamos vencendo, mas falta muito. Falta a consolidação de uma rede (de proteção à mulher) e falta a mudança de mentalidade (de que os homens não têm direito de agredir as mulheres)", afirmou à BBC Brasil a ministra da Secretaria de Políticas Públicas para as Mulheres, Eleonora Menicucci.</FONT><B></B></P>
<P ALIGN=LEFT><FONT FACE="Times New Roman">"O aumento da denúncia significa que as mulheres estão acreditando mais nas políticas públicas e nos serviços de acolhimento. Estão acreditando que a impunidade do agressor está chegando ao fim", disse.</FONT><B></B></P>
<P ALIGN=LEFT><FONT FACE="Times New Roman">O número de relatos de violência ao Ligue 180 é hoje uma das únicas formas para se tentar dimensionar o número de agressões a mulheres nacionalmente - pois não há uma contagem oficial e integrada de casos na área da segurança pública. Essa é uma das principais críticas feitas pela ONU ao Brasil na questão da violência contra a mulher.</FONT></P>

<P ALIGN=LEFT><FONT FACE="Times New Roman">Para ministra, juízes ainda falham ao determinar medidas para proteger as vítimas</FONT></P>
<P ALIGN=LEFT><FONT FACE="Times New Roman">De acordo com Maria da Penha, a lei que levou seu nome mudou a realidade das mulheres vítimas de violência no Brasil, na medida em que facilitou a punição de seus agressores.</FONT></P>
<P ALIGN=LEFT><FONT FACE="Times New Roman">Porém, segundo ela, a lei não funciona satisfatoriamente na maioria das cidades do interior do país. "A gente infelizmente só tem encontrado a boa aplicação da lei nos grandes municípios, que geralmente são as capitais", afirmou.</FONT></P>
<P ALIGN=LEFT><FONT FACE="Times New Roman">A principal crítica da mulher que se tornou a face do combate à violência contra a mulher no país é a falta de iniciativa de governantes para investir em instrumentos de combate aos abusos nas cidades pequenas do país.</FONT></P>
<P ALIGN=LEFT><FONT FACE="Times New Roman">A ministra Menicucci afirmou que além de investir no Ligue 180, um dos principais focos de sua pasta é implementar a Lei Maria da Penha efetivamente em todas as regiões do país.</FONT></P>
<P ALIGN=LEFT><FONT FACE="Times New Roman">Segundo ela, o governo federal tem enviado verbas aos governos estaduais com esse objetivo. Os repasses de recursos entre 2006 e 2011 chegaram a quase R$ 180 milhões. No ano passado, somaram R$ 40 milhões.</FONT><B></B></P>
<P ALIGN=LEFT><FONT FACE="Times New Roman">Ela disse ainda que são estabelecidas parcerias com municípios, Estados e órgãos do Judiciário para a estruturação de uma rede de proteção à mulher.</FONT></P>
<P ALIGN=LEFT><FONT FACE="Times New Roman">De acordo com a ministra, no últimos dez anos o número de delegacias da mulher no país subiu de 248 para 503. Os centros especializados de atendimento passaram de 36 para 223 e as casas abrigo de 43 para 72.</FONT></P>
<P ALIGN=LEFT><FONT FACE="Times New Roman">"É muito pouco, mas é reflexo da Lei Maria da Penha", disse.</FONT><B></B></P>
<P ALIGN=LEFT><B><FONT SIZE=5 FACE="Times New Roman">Medidas judiciais</FONT></B></P>
<P ALIGN=LEFT><FONT FACE="Times New Roman">Atualmente estão em funcionamento pelo sistema judiciário do país 93 varas, 29 promotorias e 59 defensorias públicas especializadas em combater a violência contra a mulher.</FONT></P>
<P ALIGN=LEFT><FONT FACE="Times New Roman">Mesmo assim, segundo a ministra, uma das falhas da rede de proteção às mulheres vítimas de violência ocorre na hora dos juízes determinarem medidas para proteger as vítimas.</FONT></P>
<P ALIGN=LEFT><FONT FACE="Times New Roman">Segundo Menicucci, depois que uma mulher agredida procura a polícia, o delegado pode pedir à Justiça que imponha ao agressor uma série de normas e regras que o impedem de se reaproximar da vítima.</FONT></P>
<P ALIGN=LEFT><FONT FACE="Times New Roman">Porém, embora muitos juízes determinem tais medidas quase imediatamente, outros demoram para tomar uma decisão. "Às vezes eles demoram mais de um mês, exigindo atestado psicológico, atestado de saúde mental, laudos, o que não é necessário, é mais para atrasar", disse.</FONT></P>
